Reno County commissioners adopted a revised county procurement policy designed to consolidate procurement guidance into a single 25-page document and update dollar thresholds to reflect inflation.
County staff said the policy compiles existing practices and provides a go-to resource for sealed bids, requests for qualifications and privacy-related procurement questions. Staff stressed that day-to-day budgeted purchases (consumables, asphalt, routine vehicle repairs) would remain within department authority and that the new policy primarily clarifies when expenditures should be brought to the commission.
During discussion commissioners asked about the policy's impact on normal operations and whether increased thresholds would remove necessary oversight; staff said the intent was to reduce administrative burden for routine, budgeted purchases while preserving commission approval requirements for unusual or larger expenditures.
A motion to adopt the procurement policy as presented was moved, seconded and approved by roll-call vote, with one commissioner voting no. The policy replaces the prior procurement guidance and sets updated thresholds; staff said the policy will be revised as procurement needs evolve.
