Cheyenne council approves outside-user water agreement with Gold King mine, adds remediation clause

The Cheyenne City Council voted to approve an outside-user water service agreement between the Cheyenne Board of Public Utilities and Wyoming Kingold Mining Company Inc, with a substitute amendment adding a requirement that the miner remediate improvements at the end of the lease term.
Frank Strong of the Board of Public Utilities explained that staff added the remediation language after committee discussion to require the company to return built facilities to their prior condition unless the Board of Public Utilities elected to keep improvements in place. Mayor Collins and several councilmembers praised the inclusion of the remediation clause.
Council members described the agreement as limited in duration ("estimated to be 10 to 12 years," per a council speaker) and said it is expected to produce local jobs and revenue. Councilmember Seagrave noted the Board of Public Utilities had considered and approved the change at its meeting the previous week.
The substitute amendment passed and the agreement as amended was approved on the council floor by voice vote.
