Superintendent staff outlined how Sweet Home will implement Disha's Law requirements by incorporating a cardiac emergency response plan (CERP) into both the districtwide safety plan and each building'level emergency response plan.
Mr. Feldman told trustees that the new state requirement, enacted to improve school responses after on-campus sudden cardiac arrest incidents, mandates annual training for staff and students and that the district must post a 30-day public comment period on the proposed addendum. He said the district will place the template on the district website and accept comments between 12/16/2025 and 01/16/2026, and then return to the board in January to present submitted comments and seek approval to adopt the amendment.
Feldman said Sweet Home currently maintains 25 automated external defibrillator (AED) units: 23 permanently installed in buildings and two mobile units used by athletic staff. He described routine maintenance practices: nurses perform regular checks on battery and pad expiration and monthly tests are conducted that momentarily take AED cabinets "offline" to verify the unit and the cabinet'door-triggered 911 call function. The district provides CPR/AED training through accredited providers (American Heart Association via Erie 1 BOCES), and Mr. Feldman said at least one trained staff member is present for approved school activities.
Trustees asked whether substitutes are informed of AED locations and whether plans differ between elementary and secondary schools. Feldman said building principals will be asked to ensure that substitutes and other incoming staff know AED locations; he also said building emergency response plans are individualized and list team members, administrators and nurses by role, but the core response steps do not differ by student age.
The board was asked by a trustee whether anything beyond paperwork is required to comply; Feldman replied that staff training (likely in faculty meetings) will be scheduled but that the district is largely in compliance with existing AED and cardiac-arrest-related laws.
The proposed addendum and template will be posted on the district'website for the 30-day comment window specified by Mr. Feldman. The superintendent's office will report comments and a recommendation to the board at its January meeting.
