Dunedin approves two‑firm pre‑event disaster recovery contracts to speed FEMA response

The Dunedin City Commission on Nov. 20 approved awarding two pre‑event disaster recovery consulting contracts to Tetra Tech Inc. (Maitland, Fla.) and Wood O'Brien LLC (Houston, Texas) under RFP 25‑24.
Finance staff explained a pre‑event contract lets the city respond faster after an event while meeting FEMA procurement requirements. The evaluation committee received six responses and recommended the two highest‑ranking firms. Staff said the agreements are separate contracts with comparable hourly rates; scope and fee proposals above $50,000 will return to the commission for approval.
Staff noted a typographical error in the draft contract language about contract length and said the final document will read as a three‑year contract with the option to extend for two additional one‑year periods (i.e., a possible total extension of two years).
Commissioners asked whether the two contracts impose extra costs; staff said the city incurs costs only when work is authorized under a scope and that the hourly rates for both firms were included in the staff report. Staff also said these administrative consultant costs are 100% reimbursable by FEMA under current guidelines. The commission voted unanimously to approve the awards.
Staff will return for approval of individual scopes and fees that exceed the commission's $50,000 threshold.
