The Lakeville City Planning Commission on Nov. 20 voted unanimously to recommend the City Council approve the Kila Crossing Second Edition preliminary plat, a rezoning of the property from RM2 (medium-density residential) to RST2 (single-family and twin homes), and a comprehensive plan amendment re-guiding the site to low-density residential.
Planning staff presented the application as an 18-lot single-family subdivision located west of Aipava Avenue and north of Kenwood Trail (County Road 50), across from Ames Arena. Engineer Rick Osberg (Hill Incorporated) and the developer’s representative described an extension of Iris Way to Aipava that will create a new side-street intersection aligning with an existing Ames Arena access point, two stormwater ponds, required landscaping and a tree inventory completed under the city’s new tree preservation ordinance. Staff reported the project would remove about 18% of on-site tree inches and said no tree replacement was required under the ordinance.
Resident John Hawkinson, representing Kila Crossing Phase 1, told commissioners the proposed housing type aligns with the neighborhood but raised safety concerns at the new Iris Way/Aipava intersection, calling it “theoretically be a free for all” without controls, and asked about four outlots south of Lots 5–9 and their ownership. Staff said those outlots function as ponding areas, are in county or city ownership and are not developable. City staff confirmed the new west-side connection would carry side-street stop control (a stop sign on the new side street) to match the opposite side of Aipava.
Commissioners asked whether existing 'no parking' restrictions would continue through the extension; staff said parking sign changes typically proceed by city council resolution at or after final plat approval and that the question would be addressed with city engineering. Commissioner Swenson noted reduced overflow from Ames Arena since a prior parking reconfiguration and suggested the council consider any needed parking revisions.
Commissioner Swenson moved to recommend approval of the preliminary plat (18 single-family lots), the zoning map amendment from RM2 to RST2, and the comprehensive plan amendment, citing findings dated Nov. 20, 2025 and stipulations in the planning memo. The motion referenced eight stipulations dated Nov. 10, 2025; staff earlier referenced seven stipulations in the meeting presentation. The roll call vote was unanimous.
Next steps: the commission’s recommendation will go to Lakeville City Council for final action at the date and time published by the council. The planning staff will provide engineering and parking clarifications during final plat review.
