Council hears rationale for contracting stormwater control‑measure maintenance after staff capacity limits

Council members on Oct. 23 questioned staff about a proposed contract to outsource maintenance for 40 specialized stormwater control measures to a private contractor after hearing that the devices require specialty maintenance while in‑house staffing was insufficient.

Antoine Williams from Environmental & Street Services said the devices require non‑routine maintenance and annual reporting to maintain the city’s stormwater permit. The contract is intended to ensure timely maintenance and consistent documentation. Williams said an earlier RFP yielded two responses judged nonresponsive, prompting a re-advertisement with clarified submittal requirements; the second solicitation returned responsive bids enabling an award recommendation.

Councilmember Cook asked whether staff time freed by contracting would be redeployed to other maintenance tasks; Williams said staff would be reassigned to other in‑house duties, while the contractor would provide routine annual maintenance and reporting. Council also probed procurement practices: when the city receives too few bidders in the first solicitation, staff re-advertises to improve vendor responsiveness and to secure competitive options.

Staff said the selected contractor (Dragonfly) will maintain all 40 SCMs and provide required permit reports. The contract aims to keep the city in compliance with stormwater permit obligations and to ensure specialized devices are serviced on schedule.
