The trust issued an RFP; the executive committee recommended one of two proposals but did not provide decision rubrics to the full membership, prompting concern among some trust members.
Claims data showed unusually high activity (including 700 new prescriptions reported in October), and Speaker 2 said the trust increased assessments by about 20% to cover higher claims. Staff reported that major carriers, including Blue Cross, are not providing quotes at present unless the trust’s status changes; several vendors say they will not quote or will delay quoting until January or later.
The committee discussed potential plan design changes including an employee deductible (examples $200–$1,000 discussed) and warned of an 18‑month "run‑out" liability if the town leaves the trust: the town would be responsible to reimburse the trust for claims during the run‑out period. "We have to be conscious of that if we're gonna switch," Speaker 2 said, describing the financial exposure.
Committee members said they expect heavy meetings through February–April to decide whether to remain in the trust or to seek alternative carriers and plan designs. Staff will request claims data and follow up with additional stakeholders and union representatives as procurement proceeds.
