Council unanimously adopts annexation for 3456 Black And Decker Road

City staff presented a proposed annexation for a roughly 2.5-acre parcel at 3456 Black And Decker Road, owned by CRA Commercial Development. Staff said the property is currently county-manufacturing (MP) and recommended Light Industrial (LI) zoning if annexed; staff also said the property is vacant and wooded and described surrounding industrial uses.
Laurie Epler, representing the applicant, told the council the zoning had been tentatively approved on the consent agenda and that the annexation was requested so the property could be developed: “We’re just asking for the annexation so that this property can be developed,” she said. Council member Davis moved to adopt the annexation ordinance with an effective date of Oct. 27, 2025; Council member Thompson seconded and the motion carried unanimously.
Council asked no substantive policy questions after the brief presentation, and the annexation ordinance will take effect as adopted at the meeting.
