District previews $58.6 million capital project; board told vote set for Dec. 2

Bethlehem Central School District officials on Nov. 19 presented a proposed capital project budget of $58,600,000 that would fund 137 scope elements across the district, with a stated emphasis on classroom modernization and building systems.

District presenter (Nick) told the board the project is intended to be budget-neutral: "Our proposed capital project is $58,600,000," he said, explaining that the high school would receive the largest share (about 23.7 percent) and that about 17 percent of the total is planned for air conditioning of common spaces. The presenter said New York State Building Aid is the primary funding source and that the district intends to use approximately $16,600,000 from a 2022 capital reserve fund to reduce the amount of debt issuance.

Board member John McPhillips reviewed financing assumptions, saying the overall proposition is roughly a $60 million capital project and, after reserves, means approximately $41.42 million in debt would be issued. McPhillips told the board that the timing of the public vote (scheduled for Dec. 2, Gym A, 7 a.m.–9 p.m.) was chosen to avoid delaying State Education Department review and to preserve a construction season that would allow work to begin in 2027 rather than 2028, if approved.

Context and next steps: presenters said the project includes classroom renovations, windows, doors, roofing, life-safety systems (fire alarm and security) and mechanicals. The board asked for further phasing and scheduling detail; staff said the design and construction manager team is finalizing phasing and will provide updates to the facilities committee and the public. No formal project approval vote occurred during the Nov. 19 meeting; the community ballot is scheduled for Dec. 2.
