Russell, representing the local redevelopment authority PuebloPlex, told the Citizens Advisory Commission on Dec. 10 that the authority transferred approximately 1,100 acres (Parcel 3) in late September and is pursuing a finding of suitability for early transfer on Parcel 2A — a key entry and rail-spur parcel — with a hopeful transfer path in early 2027.
"We did transfer approximately 1,100 acres, in Parcel 3 to PuebloPlex in late September," Russell said, and added that integrating the newly transferred PCAP parcel with the existing 16,000-acre surplus footprint improves synergies for redevelopment planning.
He said PuebloPlex has hosted a number of dignitary visits and public events, including a Hyperloop demonstration day attended by about 300 people, and announced Voyager Space as a new tenant that plans to expand on the site. Russell also said the authority is negotiating with Pueblo Rural Fire Department to establish fire coverage at PuebloPlex and is beginning contractual work to support that service.
Next steps: Russell said public meetings on the redevelopment plan are planned for January (one in Avondale and one in Pueblo city) and that the authority will continue coordinating transfers, suitability determinations and tenant negotiations.
