Permitting staff gave a detailed accounting of active permit modifications and related temporary authorizations tied to PCAP and the Static Detonation Chamber (SDC) complex during the Dec. 10 meeting of the Chemical Demilitarization Citizens Advisory Commission.

Julie (permitting/regulatory staff) said the commission approved a temporary authorization request for class 2 permit mod B082 ("Concrete Decontamination and Resample Changes") on Oct. 29, which allows the site to proceed at risk with random concrete chip sampling based on a visual sampling plan (VSP). That public-comment period runs through Dec. 21, Julie said.

Julie described additional filings: class 2 SDC permit mod S037 (updates to the SDC closure plan and closure sampling analysis plan for unrestricted reuse) received Nov. 18 with a public-comment window listed in the filing from Nov. 21, 2025, through Jan. 20, 2026 (Julie said the public meeting for S037 was held earlier the same day at 2 p.m.). PCAP class 1 permit mod B085 (updates to the demolition plan) was received Dec. 1 and is under review.

On Dec. 4 the division received PCAP class 2 permit mod B086 and associated temporary authorizations to update demolition-readiness standards for concrete chips. Julie said the team identified an error in closure-plan tables that had inappropriately applied standards developed for rinse aids and wipes to concrete-chip samples. To address that, the division approved applying EPA residential soil Regional Screening Levels (RSLs) to concrete chips for demolition-readiness sampling and will treat each contaminant of potential concern (COPC) against its applicable EPA soil RSL. Public comment periods covering B086 and a related waste-storage mod (B080) run Dec. 11–Feb. 9, 2026, with a public meeting set for Jan. 7, 2026.

Julie said the draft permit renewal is on hold while these permit modifications are resolved and that staff will prepare the draft permit after outstanding permit-mod questions are closed. She also confirmed the Jan. 7 public meeting will be held online at 2 p.m. and that staff will distribute the login link to the CAC.

Next steps: permit modifications and public responses will be considered before the draft permit renewal is prepared; interested members of the public can submit comments during the listed windows and attend the Jan. 7 online meetings.
