Uvalde County Appraisal District chief appraiser briefs board on 2025 reappraisal and homestead audits

Roberto Valdez, chief appraiser and tax collector for the Uvalde County Appraisal District, presented an overview of UCAD responsibilities and the 2025 appraisal program to the Uvalde CISD Board of Trustees.
Valdez explained that appraisal districts appraise properties at market value and administer exemptions such as homestead exemptions. He said UCAD inspected approximately 9,000 accounts in 2025 using boots‑on‑the‑ground checks and aerial photography, and is conducting a three‑year reappraisal plan covering all properties within the district for 2026–27.
Valdez described recent changes to homestead reapplication rules that require UCAD to contract for homestead audit services, provided results of a 2024 property value study showing residential and commercial categories near market value, and reported protest and appeal statistics: most protests were settled informally with approximately 170 cases heard by the appraisal review board in 2025. He also reported an annual levy for 2025 in excess of $50 million and historical collection rates near 94–95%.
Trustees thanked Valdez for the detailed report and the board accepted the informational update.
