The board voted Nov. 18 to authorize district attorneys to draft a board letter of support for the Empowerment of Community and Action Foundation (ECAF) as it seeks backing for a proposed multi‑service community center in Uvalde. Administration described the center as a wraparound services facility serving families, students and neighbors.
Trustees supported the initiative's goals but repeatedly raised concerns about language in the organization's draft that referenced the Robb Elementary site. Several trustees said family members had asked the district to pause any memorial work on the Robb property and stressed the district has limited control over the property while state agencies are involved. Trustee Russo said he could not support a letter that appeared to endorse construction on the Robb site; other trustees asked attorneys to craft language that expresses support for the community center concept while omitting or qualifying references to the Robb property.
Trustee Suarez moved to provide a letter of support, with attorneys to draft agreed verbiage for later review; Trustee Gonzales seconded. The motion passed, with Russo recorded as voting no. Administration said it will work with ECAF and legal counsel to produce language acceptable to the board for future approval.
