• Body cameras payable (UCSO): Staff explained a prior $9,423 charge was refunded and that an increased $12,555 rebill reflected upgraded V300 cameras tied to vehicle purchases. The payable was approved.
• Pumpkin Center Road no‑parking signs (RD2025‑04): Public Works recommended no‑parking signage at four locations on Pumpkin Center Road and 10th Street in Hermiston to address semi‑truck parking and visibility concerns; the board approved the restriction.
• Human services coordinated transit plan consultant: The board authorized a planning contract (budgeted at $150,000; recommended contract amount not to exceed $148,000) for the required five‑year update; two proposals were received and staff recommended the higher‑scoring proposer.
• Regional transit district formation consultant: The board approved a contract to Kittleson and Associates for up to $216,500 to pursue planning and potential legislative changes needed to form a joint transit district.
• Oregon Department of Agriculture rulemaking comment letter: Community Development staff presented proposed comments on ODA rule changes affecting farmers and landowners; the board approved sending the letter.
• Umatilla Electric Cooperative childcare support letter: The board approved a letter supporting Umatilla Basin Properties’ application to Business Oregon’s Childcare Infrastructure Fund.
• Records scanning equipment: The board approved a $7,845 payable to replace aging microfilm scanning equipment.
• Landscaping services payable: The board approved $6,200 in payables to Munoz Landscaping covering end‑of‑season services.
• Wildfire environmental assistance support letter: Emergency Manager Sage DeLong requested and the board approved a letter supporting proposed federal legislation to add environmental cleanup assistance for FMAG‑declared fires.
• Electrical work at county fair (Shell Eco Electric): The board approved a ~$5,000 payable for temporary electrical work.
• Housing authority loan: The board approved a memorandum of understanding to provide a $100,000‑per‑year loan to the housing authority at an initial 0% rate described in the packet, with higher rates discussed for subsequent years depending on repayment timing; housing authority representatives said the funds would support property maintenance and address issues in Stanfield.
• Land‑use hearing: The board held and concluded a land‑use hearing on adding a quarry site to the county Goal 5 inventory; the board approved the application (see separate article).
