Tract 935 final map (Item 4-2): Council discussed lot sizes, house plans and market positioning before voting to approve the final map needed for address assignments and property closings. Council member Gornick moved to approve the final map and Council member Lyons seconded; the motion passed 5-0 with council members Lyons, Brewster, Cruz, Gornick and Mayor Matthews voting in favor. City staff and the Lennar representative said the map is required to record addresses and allow home closings; Lennar said paving and lot work are imminent.
2025 building standards code (Item 4-4): Staff explained the adoption is required by the state every three years. Council member Gornick moved and Council member Lyons seconded approval of the ordinance adopting the 2025 code. The motion passed 4-1 with Council member Brewster voting no. Staff noted the adoption implements state-mandated updates and that the city must reflect those changes on paper.
On-call planning services (Item 4-5): Council authorized an on-call planning-services agreement with QK Inc. to provide support on grant applications and special projects when the regular contract is insufficient. Staff clarified that the on-call arrangement allows expedited work orders without a new RFP; billable hours are separate from the day-to-day contract. The motion (Gornick, second Brewster) passed 5-0.
