The Valley County Board of Commissioners approved Variance 25-001, allowing construction outside the platted building envelope for Lot 7 in the 360 Ranch Subdivision, after planning staff presentation and applicant testimony.
Planning staff explained the subdivision plat includes building envelopes intended to meet FAA and ITD aeronautics requirements and noted the Planning & Zoning Commission had unanimously recommended approval of the variance with the understanding that the applicant obtain the FAA Form 7460-1 (form number cited in packet) and the necessary septic and building permits. The staff presentation noted the lot is 3.06 acres and that agency comments included opposition from the McCall airport manager, who indicated uncertainty about the hardship created by the proposed change.
Applicant Larry Vaughn told commissioners he plans a single-level house and a shop for recreational-vehicle storage and said he had obtained FAA approval for two separate structures. "We've obtained FAA approval for 35 feet," the applicant said, noting that a 35-foot approval would accommodate chimneys and similar features. Commissioners asked whether approving the variance could encourage multiple similar requests in the subdivision; one commissioner said he would support the variance but urged caution about allowing variances that alter established envelopes.
A motion to approve Variance 25-001 was made and seconded; the board voted in favor. Planning staff and the applicant were instructed to ensure all standard permits and FAA clearance are obtained before issuing building permits.
