The Vermillion City Council approved updates to the city personnel manual to reflect union agreements, recent state law changes and to clarify rules on residency and sick-leave enforcement.
Staff said the manual was last updated in 2022 and that several items needed revision because of new state laws and changed bargaining-unit terms. Among the changes staff recommended: removing a provision that conflicted with a new state law limiting municipal ability to restrict concealed carry by municipal employees, updating a residency requirement from 15 to 20 minutes, and adding language that sick-leave abuse can be subject to disciplinary action (consistent with union agreements). Staff also said they are developing a separate seasonal and temporary employee handbook to handle employees who do not receive the same paid sick leave as full-time staff.
Councilor Hellwig asked whether requiring a physician statement to document sick leave could be an excessive burden for seasonal or temporary employees who may not have health coverage; staff responded that a seasonal/temporary employee handbook is being developed to address that population. Councilor Holland moved to approve the manual changes and Councilor Toller seconded; the motion passed on a voice vote.
