Hamilton Township updates transient vendor rules to require fingerprints, expanded background checks and per-person fees

The Hamilton Township Board of Trustees voted to update its transient vendor regulations, adopting resolution 250716C to require more comprehensive background checks and to revise how permit fees are assessed.
Mister Wright told trustees the township’s vendor regulation had not been updated since 2018 and that police leadership recommended changes to reflect the true staff time devoted to vendor enforcement. "We would do a full FBI, VCI background check," Wright said during his presentation, describing a proposed expansion of the vetting process.
Chief Hughes described how the township plans to perform fingerprinting and speed up checks using WebCheck. "We'll be able to actually do the fingerprinting here on-site and then hopefully within 48 hours, we get that return," he said. Hughes said the new process will allow the department to provide fingerprinting services to residents who need background checks for volunteer coaching, day-care employment or nursing-home work.
Under the adopted changes, staff said the township will shift from charging per company to charging per person who goes door to door, and the resolution will explicitly list disqualifying offenses. Trustees and staff discussed that disqualifying offenses include violent crimes and integrity- or ethics-related offenses; Wright said the revisions clean up areas not spelled out in the prior resolution.
Trustees recorded affirmative roll-call votes to adopt the update. Staff indicated there will be costs associated with full FBI/VCI checks and that the revised fee schedule is intended to recover police department time spent processing permits.
