Dr. Jackson and THECB staff briefed approved grantees on the new TRUE (Texas Reskilling and Upskilling Education) 2025–27 grant round, emphasizing signed employer agreements, Flux portal reporting and a multi‑year payment and reporting schedule.
THECB presenter Dr. Jackson opened the orientation and called the program “very effective at helping to upskill and reskill college students all across the state of Texas.” Sherry Reynes, who led the grant‑requirements review, said this cohort is more competitive and includes longer award periods and greater emphasis on credential completion and employment outcomes.
Why it matters: THECB said stronger employer commitments and earlier, more detailed reporting will allow the agency to track student outcomes and employment more accurately, which THECB staff framed as essential to demonstrating the grants’ return on investment for the state.
What THECB told grantees
Employer agreements: THECB requires a signed employer agreement or memorandum of understanding (MOU) between the institution and participating employer(s). “Letters of support are not employment agreements,” said Sherry Reynes. Grantees that already included signed agreements in their application do not need to resubmit; others should submit one employer agreement by January 2, 2026. Consortium projects (three grantees this round) must submit a signed consortium agreement by March 1, 2026.
Program approvals and data tracking: THECB said new CTE programs funded by TRUE must be added to an institution’s program inventory within six months of the grant start date so THECB can track program and student data. THECB noted the grant’s official start date is the execution of the notice of grant agreement; staff stated the program‑inventory deadline is May 1, 2026.
Reporting schedule and payments: THECB will use its Flux portal for all quarterly TRUE reporting and budget‑change submissions. A Flux training is scheduled for February 2026 ahead of the March interim expense report deadline. THECB staff told grantees to expect an initial payment (roughly half the award) within about a week to 10 days, a 25% payment in June 2026 and a final payment in June 2027. Final reports are due February 2028; unspent funds must be returned by March 2028.
Equipment and instructional start dates: THECB described three equipment/infrastructure budget categories tied to different spending and instructional start deadlines: light/none (0–10% of budget) — equipment spending completed by May 1, 2026 and instruction beginning July 1, 2026; medium (10–25%) — equipment spending completed by August 1, 2026 and instruction beginning September 2026; heavy (25–50%) — equipment spending completed by December 2026 and instruction beginning January 2, 2027. THECB staff said categories are capped at 50% of total budget.
Flux portal and accounts: Manny Garcia demonstrated Flux and said THECB migrated application materials into the system. He recommended Google Chrome for best compatibility and walked attendees through registration. Sarah Garcia, THECB’s grant manager, answered account questions: “Each person will have their own user account and you will be connected to the organization that you register for,” she said. She added the portal shows an organization record and the grant page will list key contacts (submitter, signatory, financial officer); THECB indicated those top contacts are limited to three roles on the main contact area but multiple individual user accounts can be affiliated to the organization.
Q&A highlights: When a grantee asked whether existing agreements with hospitals or clinical affiliates would suffice, THECB staff said existing signed, relevant agreements are acceptable but letters of support are not. On who should submit reports, staff recommended a collaborative approach: financial portions should involve institutional finance staff while project leads should provide program progress information.
Next steps: THECB will share the slide deck and a recording of the orientation and reminded grantees they may issue their own local press about award announcements after THECB’s media release. Staff also provided the TRUE inbox (true@highered.texas.gov) and grant management contacts for follow‑up questions.
The session closed with congratulations to awardees and an invitation to reach out with questions; staff said a Flux training will be offered in February 2026 and that THECB will accept documentation per the deadlines stated above.
