The Newberg City Council voted Dec. 1 to approve the sale of the city-owned Butler property (411 East 1st Street) to Heated Candle LLC for $341,250, adopting Resolution 2025-4003 and authorizing the city manager to negotiate and execute the purchase and sale agreement.
City Attorney James Walker summarized the process: the council declared the property surplus in 2024 and previously approved a letter of intent. The proposed conveyance is a fee‐simple sale, not a long-term lease. If the council signs the agreement, the purchaser will enter a 30-day due-diligence period followed by a scheduled closing 10 days after that period ends — a roughly 40‑day timeline to closing. Walker noted the terms are in the council packet; staff recommended completing the transaction.
City Manager Will said the proceeds would be applied to the city’s debt reduction plan and estimated the sale would add about $341,250 toward that goal. After a brief public comment period (no speakers requested the five-minute Butler-property slot), Councilor (5) moved to adopt Resolution 2025-4003; the motion was seconded and passed on a roll-call vote with all present councilors voting yes.
Next steps: Upon execution of the purchase and sale agreement the buyer will proceed with due diligence and inspections; staff will return to council with confirmation of any contingencies and the final closing timeline.
