The Public Services Committee recommended the City Council proceed with a city‑initiated annexation (referred to as pocket 9), certifying compliance with Wyoming Statute 15‑1‑402.
Planning staff summarized the area as land south of Story Boulevard and around the retail corridor behind Walmart and Lowe’s, noting two primary landowners — Kohl’s (parcels behind Walmart) and Edwards Development. Staff said an MOU with the Cole family covers their portion and that routine Q&A meetings with property owners were not held because staff has already been in contact with the primary owners. Staff told the committee the city expects to present the annexation to council in January with the process to conclude in February–March.
There were no public questions during the committee presentation. Councilman White moved and Doctor Emmons seconded the motion to adopt the resolution certifying compliance with the state statute; the committee approved the recommendation to forward the annexation to the full council.
