Valley County staff presented and the Board of Commissioners approved an amendment to county code on Dec. 8 to confirm the City of McCall impact-area boundary and rezone that area to a multiple-use zone.
County staff summarized the measure as an amendment to Ordinance 2025-06, and read Ordinance 2025-08 into the record. According to the staff report, the change adopts the text as Valley County Code 7-1, retains prior amendments to Title 6 building regulations, and aligns treatment of designated impact areas for Cascade and McCall. ‘‘Idaho Department of Environmental Quality has no comments,’’ the staff member reported. Staff further stated that a properly noticed public hearing was held Sept. 3, 2025, the matter was tabled to Sept. 11, 2025, and that Ordinance 2025-06 was recorded as instrument number 2025-004809.
The public hearing portion of the agenda drew no members of the public to speak. After closing the hearing, a motion to approve Ordinance 2025-08 with an effective date of Jan. 1, 2026, was made and seconded. Commissioners vocalized their support on the record; those recorded saying ‘‘Aye’’ included Speaker 2 and Speaker 1. No opposition or abstentions were recorded in the transcript. The motion carried and the Board approved the ordinance; the staff-read effective date is Jan. 1, 2026.
The Board then voted to approve the publication summary for Ordinance 2025-07 (Valley County code amendments, approved Dec. 1, 2025) and the publication summary for Ordinance 2025-08. Speaker 4 moved approval of the publication summaries and Speaker 2 seconded; the Board voiced assent.
