Madam Chair told the Rules and Public Policy committee that the city’s clerk-of-counsel duties have not been consistently performed and that Walter Drain, the vendor that posts the city’s ordinances, has not received routine updates for about three years, producing an unanticipated invoice.
"Three years worth of updates were sent to Walter Drain…because they haven't been getting their updates on a regular basis," the chair said, noting the shortfall will "impact our budget" and urging the committee to ensure the next clerk understands statutory and procedural responsibilities. Beverly Gaston said she had compiled a single document pulling the charter and council rules together to clarify the clerk’s duties for the council.
Committee members discussed recruitment options, including drafting a formal job description and posting the vacancy on Indeed or the city page. Gaston recommended creating standard operating procedures that the outgoing clerk could use to transfer knowledge; the chair said she will prepare and present a job description to the committee before it goes to the council floor.
The committee did not take a formal vote tonight. Next steps: the chair will draft the clerk job description, the committee will review it in a future meeting, and the city will consider posting options and cross‑training or SOPs to ensure continuity.
