Malden council votes to back discretionary hiring pause amid budget concerns

The Malden City Council on Nov. 25 adopted a sense-of-council resolve (Paper 455‑25) urging an immediate discretionary hiring pause across city departments to help manage an anticipated budget shortfall and to signal fiscal restraint ahead of a possible Proposition 2½ override.
Councilor Jaden Cica introduced the resolve and framed it as a request that the council and administration evaluate new and vacant positions before posting. Several members said the language needed to be narrowed to avoid interfering with the mayor's authority and to protect operations that require immediate staffing. Council debate focused on whether the council could order the mayor or department heads and whether board and commission appointments should be included.
Maria Louise, a representative of the administration invited to the dais, described the current practice as a "pause": "I wouldn't call it a hiring freeze, but it's more of a pause. Each position that becomes vacant is ... evaluated ... before we move forward," she said, adding that critical director-level posts would still be filled. Councilors cited union contract posting obligations and the need to exempt essential positions. Councillor McDonald and others said an amended, narrower wording would align the council with actions the administration is already taking.
Councilor Winslow moved a friendly amendment to truncate the paragraph and add the word "discretionary" (making the measure an "immediate discretionary hiring pause"). That amendment — and the resolve as amended — passed on a roll-call vote. The council also added Councilor O'Malley as a cosponsor during consideration.
What it means: the adopted measure is a nonbinding expression of council intent (a resolve) asking the administration to pause discretionary hiring, not a formal order compelling the mayor to act. Several councilors and the HR director, Odalysa Macedo, stressed that legal and contract obligations will shape which positions can be held vacant.
Next steps: the council directed that the administration continue to manage vacancies under the clarified language; any formal policy change or executive action would require separate steps.
