Wake County trustees ask staff to research federal rules after concerns about exchange-student July 31 deadline

During the Dec. 2 Wake County Board of Education work session, trustees revisited Policy 4100 and the accompanying RNP (4,100 RNP) that govern admission and placement of international exchange students. Vice Chair Swanson described a recent case in which a host family could not continue hosting after the July 31 application deadline and urged the board to consider limited exceptions so students would not lose support.

Staff explained that the RNP currently accepts year-long and first-semester exchange placements and that seats are filled in the order applications are received. They said the deadline exists in part to meet federal processing and SEVIS registration timelines. Neil Ramey cautioned that staff must check federal requirements before changing deadlines or creating exceptions. He summarized staff’s tentative approach: "requests for acceptance after the July 31 application deadline may be reviewed and considered at the discretion of the superintendent or designee," subject to federal rules and timing.

Trustees discussed equity implications of accepting late exchange applicants if earlier applicants were already denied; staff said normal student-assignment procedures must be followed and that any exchange-student flexibility should avoid disadvantaging those earlier applicants. Board members asked staff to return with recommended language and a legal/regulatory check on whether RNP deadlines can be relaxed in hardship cases.

Next steps: staff will research SEVIS/Department of State deadlines and return to the board with possible RNP text to allow limited discretionary review of late exchange-student requests, and the board indicated it may revisit the item in another work session.
