County approves final jail lighting phase, KLJ contract and sole-source road equipment purchase

The board also approved a miscellaneous professional services agreement with KLJ to provide engineering services on emergent projects. Staff said the engagement is for instances that come up unexpectedly and that KLJ would be available to respond. A motion and second approved the contract on roll call.
Finally, public works described a sole-source purchase for a Heatlands model C mastic machine used to repair potholes and perform winter maintenance. Staff said the model is durable and that only one vendor was available; commissioners discussed the desirability of competitive bidding going forward but voted to accept the Midstates bid for the Heatlands unit.
Each procurement was approved at the meeting; commissioners directed staff to improve bidding transparency for future work where possible.
