The City of West Columbia council approved allowing the city administrator to enter into a contract with W. O. Blackstone and Company for HVAC upgrades at the City of West Columbia Fire Department in the amount of $67,250.93.
During consideration, a councilmember raised a concern about relying on the lowest bidder. A city staff member responded that the request-for-proposals included mandatory prerequisites; AAA Heating and Air failed to attend the mandatory pre-bid walkthrough and therefore was not a responsive bidder, while W. O. Blackstone met the required certificates of liability and other prerequisites. "So W. O. Blackstone was significantly cheaper than the highest that was Airport Heating and Cooling, but both of them had the required certificates of liability and everything else that we asked of them," the staff member said.
The council moved, seconded and unanimously approved the contract. The meeting record does not list individual recorded votes.
