The Alexander City Council approved a resolution petitioning the Tallapoosa County Commission and the Hackmore (HABML) Water Authority to transfer operation of assets and service responsibilities from the Hackmore Water Authority to the City. City leaders said they had studied the proposal internally, described it as "low risk, low return," and noted they had inherited some assets; officials said the transfer was expected to benefit area customers.
A representative reported that the HABML Water Authority held a public meeting the prior Monday that was well attended and where members passed a unanimous recommendation for the transfer. Residents at that meeting raised practical questions about how customer billing would be handled, whether bills would change, and how customer service events (for example, how to report a leak) would be addressed. City staff said exhibits and the draft agreement would be provided at an upcoming work session for the council to review.
Council moved and seconded the resolution and approved it by a recorded voice/hand vote noted in the meeting transcript as 6–0. The council directed staff to bring the nuts-and-bolts exhibits and the full agreement for further review at the work session, after which the council may take formal action on the specific agreement language.
