Bryan ISD board accepts clean audit, approves reimbursements and formally canvasses bond results

Audit results: Rebecca Darling of Weaver told trustees the auditors issued an "unmodified opinion" on the district's FY24-25 annual financial report, the cleanest audit outcome. Weaver reported no material weaknesses and no significant deficiencies in internal control testing, though the firm noted one finding: approximately $3.3 million of functional expenditure categories were spent over the final budget for the year. Weaver also reported implementation of GASB 101, which added roughly $19 million in compensated-absence liabilities on government-wide statements, and identified a roughly $5 million deficit in the group benefits (health care) fund with district remediation plans described in the AFR.
"The auditors' report issued is an unmodified opinion," Weaver's Rebecca Darling said, summarizing the audit outcome and the limited finding.
Actions taken: Following the presentation, the board moved several items to approval.
- Consent agenda: The board approved the consent agenda unanimously after a motion by Miss Benford and a second by Mr. Bridal.
- Annual financial audit: Trustees voted to accept the FY24-25 Annual Financial Report and audit as presented (motion made by Miss Walters, seconded by Miss Benford; unanimous).
- Reimbursement resolution for buses: The board adopted a resolution to declare the district's expectation to reimburse expenditures that financed three buses purchased on Oct. 7, allowing later reimbursement from bond proceeds once bond funds are available (motion by Mr. Stennis; unanimous).
- Canvass of bond election results: The official results of the Bryan ISD Special Bond Election (Nov. 4, 2025) were presented: 9,977 total votes across Brazos and Robertson counties. The board approved the canvass order certifying that Proposition A (general) passed 64.78% to 35.22%, Proposition B (athletics) passed 53.4% to 46.6%, and Proposition C (technology) passed 67.27% to 32.73%.
Why it matters: The clean audit affirms the district's financial reporting for the fiscal year; the reimbursement resolution ensures the district can legally cover immediate transportation purchases and later recover funds from bond proceeds; the canvass makes the bond results official and triggers implementation planning.
