Bryan ISD outlines $397 million bond implementation plan, schedules first sale for August 2026

Trustees of Bryan Independent School District on Thursday moved from election celebration to execution, receiving a detailed timeline from the district's finance and construction teams for implementing the $397 million bond voters approved in November.

"We passed the bond issue on the fourth. Now the work really begins," said Norman Bridal, the district's chief financial officer, presenting an implementation schedule that includes a first bond sale in August 2026, a second sale in August 2029 and a final sale in August 2031. Bridal and the district's construction leadership laid out a multi-step procurement process governed by Texas law and best practices.

Why it matters: The presentation gave trustees a road map for turning the bond's programmatic priorities into contracts and construction. Staff emphasized the statutory safeguards that add time but protect taxpayers: revenue timing, Attorney General reviews of bond issues and detailed procurement rules for architects, engineers and contractors.

What the district will do: District leaders said they will use request-for-qualifications (RFQ) solicitations to shortlist multiple architect and engineering teams, not a single firm, so work can proceed in parallel across numerous projects. The RFQ-based approach prioritizes qualifications first, with fee negotiations following selection as required by Texas procurement law.

"We're trying to broadcast it for one reason: we've got so much work. We need to diversify so that we can actually run a lot of these projects concurrently," Bridal said, explaining that packaging and prioritization will depend on condition assessments and critical equipment needs.

Procurement and oversight: Bobby Griffin, director of construction, outlined the sequence from RFQ and scope negotiations through contract approval, mobilization, substantial completion and final close-out. He said some projects will require architects, others only engineering stamps, and the district will choose delivery methods (competitive sealed proposals, design-build or construction-manager-at-risk) based on the package.

Trustee concerns: Board members pressed staff about how firms are selected and fee negotiations. One trustee asked whether negotiating fees after selection is effectively a "done deal." District leaders pointed to Texas law requiring qualifications-based selection, with price discussions following and the ability to stop negotiations and move to the next firm if an impasse arises.

Transparency and staff involvement: District leaders said they will engage campus staff, maintenance and end-users early in design to limit value-engineering surprises later. Bridal emphasized preserving the same staff oversight during any required value engineering to avoid unintended reductions in long-term quality.

Next steps: Staff will prepare RFQs, assemble evaluation committees, and return to the board with procurement recommendations and periodic updates. The district will not expend bond funds until proceeds are available, but staff will continue design and planning work to be ready when funding arrives.

The board did not take a vote on procurement directions at the meeting; staff said they will return with contract recommendations and regular updates as teams are selected and projects are packaged.
