Fountain Council appoints Audra Rufinach to fill vacant seat after candidate statements

The Fountain City Council filled a vacant at-large seat on Dec. 9, appointing Audra Rufinach after four candidates presented statements to the council and public.

Council followed a process set in the city charter — the clerk read applicants in order, each candidate read a prepared statement, and council members held a brief, high-level deliberation before voting. Council member Rick moved to appoint Audra Rufinach; Council member Geeke seconded. The council recorded '6 yes' and carried the motion; the appointee was sworn in immediately.

Candidates who presented included Connie Weisenhunt, who spoke about balancing rapid growth with protections for small businesses and said she supports "transparent planning and collaboration with departments"; Ed Volts emphasized service to the community and partnerships with the military and schools; Audrey (Audra) Ruffinach said improving communication with a diverse community was a personal priority; and Kevin Connors described priorities including education and water issues.

Council also reappointed two members to the personnel grievance board in separate votes because of staggered term lengths. Council member Herzberg moved to reappoint Brian Johnson for a two-year term; Council member Estes seconded and the council recorded six 'yes' votes. The council then reappointed Shirley Martinez to a three-year term; the motion carried by verbal roll call with six 'yes' votes.

Council members thanked all applicants and encouraged continued civic engagement and volunteer service to boards and commissions.
