On second and then third reading the Common Council adopted substitute amendments to the 2026 salary ordinance and approved a proposal from the City Clerk to place a full‑time executive assistant position under the Clerk's office.
Controller Kyle Willis told the committee the substitute corrects omissions and duplicate entries in the initial salary ordinance, adds an assistant city engineer and a deputy director for the Human Rights Commission, and makes title changes affecting positions at the Morris Performing Arts Center. The substitute was accepted and recommended favorably by the Committee of the Whole.
Bianca Tirado, City Clerk, presented the substitute for Bill 79‑25 to convert a part‑time administrative assistant position that supports the Common Council into a full‑time executive assistant position under the Clerk's office, capped at $59,740.40. Tirado said the change preserves the incumbents' pay cap but provides benefits and full‑time supervision through the Clerk's office; she said the role handles press releases, social media, community engagement and meeting support.
Jordan Geiger (302 South Falcon Street) spoke in favor but raised equity concerns, saying duties overlap with a contractor role previously used by the council and asking whether pay is commensurate with the work. Tirado replied the proposed position is distinct from prior contractor duties.
After committee recommendation, the council voted 9–0 to adopt the salary-ordinance substitute and the Clerk's office position change on third reading.
Council members noted the importance of staffing for communications and meeting support and emphasized there is no salary increase attached to the change, only a status and supervision shift.
