Council approves interlocal service boundary agreement with Columbia County

Lake City’s council adopted Ordinance 2025-23-45 on Dec. 1, 2025, authorizing an interlocal service boundary agreement with Columbia County for a joint planning area and municipal service area to be identified as the Cornerstone planning area.
City Attorney Martin read the ordinance by title, explaining the agreement provides for joint planning and municipal services between Lake City and Columbia County. There was no public comment on the item. Councilman Carter moved to adopt the ordinance and Councilman Jernigan seconded. The clerk called the roll and all members voted in favor.
The ordinance authorizes the mayor to execute the interlocal agreement, provides standard severability and conflict language, and establishes the effective date. The city attorney characterized the measure as an intergovernmental coordination step that enables the parties to record the agreement and proceed with joint planning for the Cornerstone area.
Next steps: staff will proceed with recordation and coordination with Columbia County as authorized by the ordinance.
