Mason County staff recommend not withholding heritage grant funds for Carsey 9 Community Club after paperwork mix-up

County staff told Mason County commissioners on the briefing agenda that a recipient of the annual heritage grant — the Carsey 9 Community Club — failed to meet a paperwork deadline but appears to have submitted required receipts.

"I'm recommending that the board not withhold funds," a staff member said, noting a letter had been sent to the applicant and that the Historic Preservation Commission’s role is advisory. The staff presentation said HPC members debated precedent and contract terms but did not reach a clear determination on the final-report requirement.

Commissioners and staff clarified the administrative path: the HPC advises, the county director reviews any appeal and determines compliance with legal requirements. Commissioners emphasized that the director’s determination must reflect whether the grant terms use mandatory language ("shall") or permissive language ("can"), which can change how the county enforces deadlines.

Several commissioners said the county historically tries to help grantees comply instead of immediately withdrawing funds. One commissioner noted the county has reclaimed grant money in very limited, labor-intensive circumstances but prefers working toward compliance when possible.

Staff agreed to confirm that proper receipts were submitted and said no separate agenda action was required; the item was not placed on the action agenda. The briefing concluded with staff stating they would follow up with the HPC and the county director if further clarification was needed.

The county did not record a formal vote during the briefing; staff will finalize the receipt review ahead of any future action.
