During the Garden City special meeting on Dec. 10, 2025, council members approved Ordinance 10-61-25 to deannex Plantation Island and a portion of land adjacent to the Ada County Fairgrounds.
Mr. Wadhams summarized that the matter had proceeded through a public hearing and that "the decision document was listed on the agenda as an action item, so that's all good to go," noting the public hearing and council deliberation took place at the Dec. 8 meeting and that tonight the ordinance form simply needed council action.
He said he asked the city engineer to add plain-language descriptions so the public could understand the legal descriptions. Reading the engineer's language, he characterized Plantation Island as "land that may be generally described as the area bounded by the extension of the West right of way of East Remington Street, the Northeast Side Of The Boise River, and the extension of the Northwest right of way of East 51st Street and the Southwest Side Of The Boise River." He also described the other deannexed parcel as a portion of the Ada County Fairgrounds with township/section bearings and specific street boundaries.
Council President moved for a first reading by title only of Ordinance 10-61-25; the motion was seconded and approved on roll call. After the first-reading vote, the council voted to suspend the rules and adopt and publish Ordinance 10-61-25 during the same meeting. The clerk read the ordinance caption, which states the ordinance removes applicable zoning designations for the described property, provides notice and filing requirements, repeals conflicting code provisions and "provides an effective date."
