The West Bend Community Memorial Library Board voted Tuesday to authorize major equipment purchases aimed at improving patron service and safety while postponing a plumbing upgrade for further review.
Board members approved spending up to $40,000 from the library’s Fund 21 fund balance to purchase four self-check kiosks and associated pedestals. Speaker 1 introduced the funding request and a motion to allocate the money from an operating fund balance that Speaker 1 said contained approximately $250,475 left over from the 2024 budget. Speaker 3 seconded the motion and the board proceeded to a voice vote; the motion carried with members responding “aye.”
The board also approved a motion to authorize up to $35,000 for a PA and mass-notification system covering indoor and outdoor zones. Speaker 6, participating virtually, moved to approve up to $35,000 “for both indoor and outdoor PA system for the library,” and Speaker 1 seconded. In describing the system, Speaker 4 said the PA would serve as a mass-notification tool for patrons and building users and recommended asking the installer to provide two zones (inside and outside) so the board could choose interior, exterior, or both. An estimated vendor quote discussed during the meeting was about $27,700; the board set the authorization limit higher to cover contingencies.
The board discussed but did not approve a $12,950 proposal to install a water softener and backflow valve. Speaker 1 argued the backflow device and softener reduce the risk of sewage backup and could strengthen an insurance position. Speaker 4 asked for more time to work on the proposal and the board agreed to move the water-softener/backflow item to next month’s agenda for further review.
All approvals were recorded by voice vote; the board confirmed funds for the PA system would come from the operating expense fund balance or another appropriate expense fund. Board members noted the importance of including these authorizations in year-end minutes so Finance can match invoices against board approval.
The board’s next regular meeting was set for Jan. 20, 2026.
