Council Approves Two Appropriation Transfers; Mayor's Appointments Confirmed

The Madison City Common Council voted Dec. 2 to approve two appropriation-transfer resolutions and to confirm several mayoral board appointments and committee nominations.
Council approved Resolutions 2025-19c and 2025-20c after staff described the transfers. One transfer moves money into the FICA/perf account within the common council budget to cover payroll adjustments for officers and other staff; the other corrects county tax transfers into the opioid unrestricted fund after some deposits were reversed and the unrestricted fund fell into a negative balance. The presenter noted the original county transfer figure was discussed at roughly $8,300 to $8,400 in the meeting transcript while describing the correction.
A council member moved and another seconded approval of both resolutions. The clerk took roll call and each council member present recorded "Yes," after which the presiding officer declared the resolutions approved.
The council also approved five mayoral appointments and reappointments for the historic district board review and public arts commission and confirmed nominations to local committees: Laura Lawson to the PACE committee and Matt Chandler and Renee Stephens to JCPT. Those appointments were approved by voice vote.
The mayor also announced that the clerk treasurer's office confirmed the city's 2026 budget had been fully adopted and approved by the Indiana Department of Local Government Finance (DLGF).
