Council approves wastewater reallocations, delays Centennial irrigation award over contract details
Summary
Council approved two reallocations and related contracts for wastewater treatment upgrades totaling more than $800,000 in FY26 funds, and postponed a nearly $3.82 million Centennial Golf irrigation contract to allow staff to obtain unit pricing for rock removal and other change orders.
The Nampa City Council voted to reallocate funds and authorize contracts tied to the city's wastewater treatment plant phase 2 upgrades and related projects during its Dec. 1 meeting.
Council authorized the reallocation of $64,000 from the Wastewater Upgrades Group F (Moses Drain project) to fund the water renewal facility rotary press project and awarded the bid to JCN Contractors; the larger project total was stated as $698,000 and is budgeted in FY26. Council also approved a separate $147,103 reallocation to authorize a task order with Jacobs Engineering for related work; that amount is likewise approved in the FY26 budget.
"This is for a total of $698,000," staff noted when presenting the rotary press contract, and the motions passed by roll call.
Separately, council considered a contract to install a new irrigation system at Centennial Golf Course with Mid America Golf and Landscape, not to exceed $3,819,759.18 and budgeted in the Centennial Golf Maintenance fund for FY26. Several council members requested that the contract include a unit price for rock removal and haul so change orders do not produce unpredictable costs.
Parks Director Cody Swander told council staff would request a unit price from the contractor and recommended postponing execution of the contract until the unit pricing could be provided. Council withdrew the motion to award and agreed to let staff return to the council with the requested unit-price clarification and any amendment prior to signature.
The wastewater reallocations and engineering task order proceeded; the Centennial irrigation award was paused so the city can obtain more granular contract pricing for potential rock removal and change orders before committing to the full contract sign-off.
