Park West developer says winter may delay Phase 1 or force large performance bond

A representative for the Park West development told the Saint John Plan Commission on Dec. 3 that an early snowstorm has complicated plans for Phase 1 and could force the applicant to postpone final plat or post a large performance bond to proceed over winter.
"We're just gonna end up posting a very, very large performance bond," said an unnamed applicant identified in the record as Mr. Kehl, explaining that crews cannot complete roads, asphalt and stone in the current weather. He said the project team may wait until roads and paving can be completed or return to the commission with bond security to allow partial construction to proceed.
Kehl said builder Ron McFarland is interested in starting on a speculative building and that the applicant will coordinate with staff (Ashley) on when to return for final plat. "If we decide just to let it sit over the winter, I'll be back after it's all paved and everything. If we wanna proceed ... we'll put a building up, I might come back with a giant bond," he said.
Commissioners asked logistical questions; staff confirmed that next steps depend on whether the applicant proceeds with a bond or waits for better weather. No final plat approval or formal motion on Park West was recorded in the study-session transcript.
The commission will expect a formal final-plat submittal or a bond proposal at a future meeting if the applicant elects to proceed before full on-site improvements are complete.
