The Saint John Plan Commission recommended a PUD amendment and approved the primary plat for the final phase of Preserve West, which adds 15 acres and 10 lots to the previously approved development.
Jack Slager, representing the developer, said the final phase will include 42 lots on about 39 acres, two large acreage lots fronting 100 And 1st, and more than 2,000 feet of additional paved bike path. He told the commission that the project avoids wetlands but remains subject to final Army Corps of Engineers sign‑off. “So, similar to the last one, we'd make it conditional on final wetland sign off,” Slager said.
Staff noted the extra 15 acres were previously zoned open space and therefore require a PUD amendment to be incorporated into Preserve West. The town engineer flagged the need for a waiver from the pipeline impact ordinance established in June 2020 because the original design predates that ordinance. The commission voted to forward a favorable recommendation on the PUD amendment to the Town Council and to approve the primary plat contingent upon final wetlands approval and the pipeline‑impact waiver.
The motions referenced findings of fact and included standard contingencies for Town Council review and pending agency approvals.
