Staff advisor apologizes for advisory error; Artesian Boulevard final plan rescheduled for Dec. 23

Dale Coffey submitted a written statement read into the record on Nov. 25 acknowledging he gave incorrect procedural advice at the October meeting regarding the effect of a 4–4 tie on the Artesian Boulevard final plan.
Coffey wrote that he referred to the 2017 Plan Commission rules in error and should have been using the 2020 revised rules. "I apologize for not being able to attend tonight's meeting. I do need to inform the plan commission, however, that at the October, I erred in my advice that I gave to the commission concerning the 4 to 4 tie vote... I should have been referring to the 2020 revised plan commission rules," the letter states. Coffey said the relevant 2020 rules require that a tie be placed on the next plan commission agenda and that the Artesian Boulevard matter will be placed on the Dec. 23, 2025 agenda. He also said he had informed the applicant's attorney and that no additional notice to the applicant is required.
Commissioners were asked to notify Mr. Strader's office whether they will be available for the Dec. 23 meeting because the date falls two days before Christmas. Coffey closed the letter with an apology and holiday wishes.
The letter corrects a prior procedural misstatement and schedules the Artesian Boulevard final plan for further consideration at the Dec. 23 meeting; no substantive planning decision was made in Nov. 25's session on that matter.
