At the Nov. 11, 2025 meeting of Martinsville City, members moved to approve the city—laims and appropriations for October 2025 and the body carried the motion by voice vote.
An unidentified member said, "I made a motion to approve October 2025 claims and appropriation." The motion was seconded (Michael Pratt verbally seconded) and the presiding member called for the vote. The vote was recorded as "Aye," and the presiding member declared the motion approved.
Before the vote, a procedural clarification was made that one member could not make motions on claims because they were not present at the prior month's meeting. The council deferred formal approval of the minutes because of that same procedural limitation.
No roll-call vote tally was recorded in the public transcript for this motion; the minutes reflect a voice vote in favor. The meeting proceeded to a report from the superintendent of parks and grounds and then to adjournment; the next meeting was set for Dec. 9 at City Hall.
