Martinsville council hears finance report; staff proposes early payoffs for several bonds

Martinsville — City finance staff reported at the Nov. 10 Martinsville Common Council meeting that the city has earned $586,247.5 in interest year-to-date as of Oct. 31, up from about $572,000 last year.
The report, delivered by Mr. Meredith, said the city’s 2026 budget has been submitted to Gateway and accepted by the Indiana Department of Local Government Finance, and staff are preparing to close out the year. Meredith told the council the city is pursuing early payoff of several obligations: the general obligation (GO) bond issued in 2024, the redevelopment commission (RDC) bond issued in 2022 and the park bond issued in 2018. “Go Bond 2024, that payoff’s going to be 342,000,” Meredith said. He gave the RDC 2022 payoff as $463,000 and the park bond at roughly $152,000.
Meredith cautioned that the overall savings from early payoff would be small for some of the issues presented: staff estimated about $10,000 saved on the RDC 2022 and roughly $7,000 on the park bond. He also said the city had inquired about prepaying the fire-station lease with Bank of New York but was told an agreement clause prevents prepayment before its 02/01/2028 maturity date.
Council members asked for clarification on the figures and asked staff to provide exact payoff amounts (payoff balance vs. original amount) at the next meeting. Meredith said he would provide the requested payoff numbers and noted that a formal council action will likely be needed at the next meeting to authorize any early payoffs.
The council took no formal vote on bond payoffs on Nov. 10; staff will return with a draft ordinance or resolution and payoff detail for council consideration.
Next steps: staff will supply exact payoff figures and a draft item for council action at a future meeting.
