Hanson said the city’s online materials contain useful information but lack hydraulic modeling of subbasins and a pipe‑capacity inventory that would let staff and residents see how flows travel through catch basins, culverts and pipes.
He recommended a 20‑year planning horizon rather than the usual six years so the city can identify capacity problems, rank projects, and find potential funding sources before developers connect to the system. Hanson argued this information would help staff assess downstream impacts and prioritize capital projects and maintenance needs.
Councilmembers acknowledged the point and noted public works should consider the recommendation for inclusion in the work program and future budget planning.
