Grandview Heights council confirms appointments, adopts 2026 meeting schedule and approves executive-session motions

The Grandview Heights City Council at a Nov. 24 special meeting approved a series of routine appointments and procedural items before hearing public comment on a sponsorship controversy.
On a motion and second the council reappointed Tim Hawk to the Planning Commission (Hawk had been serving an unexpired term and this was described as his first full term). Council also confirmed three council appointments — Jed Zebourd, Delena Helsley and Denise Walker — and approved Taylor Lassousa for the Building Code Appeals (BCA) appointment. Those items were approved by voice vote with no roll-call tallies recorded in the public record.
The council then considered Resolution 37-2025, which proclaims the City Council meeting dates for 2026. Council discussed possible date adjustments to accommodate Thanksgiving scheduling and on a roll-call vote approved the resolution; the clerk recorded multiple "Yes" votes and Council Member Panzera recorded an abstention. The record shows the resolution was enacted that evening.
Council also conducted second readings of three ordinances: Ordinance 2025-10 (annual appropriations for fiscal year ending 12/31/2026), Ordinance 2025-11 (capital purchases and 2026 capital improvements), and Ordinance 2025-12 (terms and conditions of employment for non-union employees for 2026). Those were second readings with committee referral noted; no final votes or amendments were recorded at the meeting.
Before adjourning the public portion, the council moved and voted to enter two executive sessions: one under Ohio Revised Code 121.22(G)(4) "to prepare for, conduct, or review negotiations or other bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment," and a second under Ohio Revised Code 121.22(G)(6) "to consider details relative to security arrangements and emergency response protocol." Both motions were moved, seconded and approved by voice vote. The council identified staff to invite into the executive session; Chief Starnes was noted as excused.
