Council approves emergency road-funding resolution, planning commission appointment, bonuses and routine year-end business

At its December meeting the South Lebanon City Council handled a package of emergency measures, appointments and routine year-end items.

Emergency Resolution 2025-51: Council adopted by title a resolution authorizing an application to the OPWC emergency program for the Zor road stabilization project. Lisa Feder moved to waive the two-reading rule; Sharon Carmack seconded the motion and the resolution passed on roll call.

Planning commission appointment: The council appointed Jim O'Connor to fill a vacancy on the planning commission. O'Connor introduced himself as a 23-year resident and a high school teacher who teaches AP human geography; he said he had reviewed zoning regulations and city plans and expressed interest in improving city integration. He was sworn in; his term was recorded to commence 01/01/2025 and run through 2029.

Bonuses, invoices and minutes: Council approved a $300 Christmas bonus for all current employees after Tina reviewed historical amounts in a packet memo (last year $300, 2023 listed as $250). Council approved invoices and the minutes from the Nov. 20 regular meeting; two members were recorded as recused on the minutes vote.

Other business: Council approved Resolution 2025-47 (contract with Clark, Schaefer & Hackett to prepare the 2025–2029 annual financial report) and Ordinance 2025-26 on private improvements (second reading, approved by roll call). The mayor also announced a special council meeting on Dec. 11, 2025 at 6:00 p.m. and invited staff to holiday events.

What happens next: projects seeking grant funding (Zor road stabilization, water-tower rehab and community center improvements) will require administrative follow-up; the planning commission will schedule its own onboarding and future agenda items.
