(Motion made SEG 382; roll call SEG 386–395.) • Promenade at Boones Creek development agreement: approved (motion SEG 664; roll call SEG 669–678). Agreement includes city/developer cost‑sharing for road and drainage improvements and pedestrian amenities. • Ordinance 49‑32‑25 (first reading): rezoning 4.81 acres at 2121 Seminole Drive from R‑2 to R‑2C (intended to allow 11 single‑family lots to house families displaced by Hurricane Helene); second reading Dec. 18, third reading Jan. 8, 2026. (Presented SEG 1251–1276; motion SEG 1346; roll call SEG 1351–1359.) • Ordinance 49‑33‑25 (first reading): rezoning 2.06 acres at 2600 People Street from R‑3 to MS‑1 to accommodate a future hotel (concept includes a 121‑room, four‑story hotel); motion SEG 1434; roll call SEG 1438–1447. • Ordinance 49‑34‑25 (first reading): abandonment of 0.27 acres of public right‑of‑way at 2832 West Walnut Street (Johnson City Fire Department training facility) with retention of a public utility easement; motion SEG 1481; roll call SEG 1488–1497. • Solid waste rate schedule: approved; increases effective Feb. 1, 2026, with an additional scheduled adjustment July 1, 2027 (motion SEG 1064; roll call SEG 1068–1077).
Vote rosters: Roll calls repeatedly recorded individual votes by Commissioner Fowler, Commissioner Getz, Commissioner Wise, Vice Mayor Brock and Mayor Greg Cox. The clerk recorded "Yes" for those members on each motion recorded as passed.
