Council approves rezoning for 100-bed nursing facility on Bridge Road

Suffolk City Council voted 8-0 to approve a conditional rezoning that would permit a roughly 55,000-square-foot nursing facility on Bridge Road, allowing about 80 rooms (100 patient beds) and an estimated 112 full‑time staff, according to the staff report and applicant presentation.
Michael Coyne, representing Sabre Healthcare, said the operator has completed phase‑1 environmental, geotechnical, sewer and traffic studies and has worked with city staff on design and proffers. "What's before you is an opportunity to bring a nursing home into the Peninsula where there isn't one now," Coyne said, noting Sabre operates nursing homes elsewhere in the Commonwealth.
Project representatives said the traffic impact assessment projects a small increase in peak‑hour traffic (roughly 2%), and the developer proffered roadway improvements described in the staff presentation. Stantec project manager Bridal Mountjoy told council stormwater will be managed on site and that modeling shows negligible off‑site impacts; Mountjoy also said peak‑hour modeling translates to fewer than 40 vehicle trips per hour at peak.
Council discussion noted the land-use fit for an office‑institutional medical use and stressed attention to roadway design. Councilmember Bartolome moved to approve; Councilmember Wright seconded, and the motion passed 8-0.
The ordinance recorded the approval for RZN 2025-7 conditional; staff will work with the applicant on final site design, required roadway improvements identified in the traffic assessment, and conditions tied to the proffers.
