Council reviews updates to affordable housing financing, Carlton Mobile Home Park and RFI/CAF process

Councilors spent substantial time on affordable housing financing lines and program mechanics during the CIP work session. Staff reported that final financing terms for the Carlton Mobile Home Park have been adjusted in the CIP to reflect a balloon loan structure and clarified that the loan is the PHA’s and therefore not bondable by the city.
"It's a balloon," Speaker 1 said describing the financing structure for Carlton Mobile Home Park, and staff added that the city is making interest payments across the near term and that principal payment timing explains the four‑year pattern in the CIP.
Councilors also discussed revisiting the CAF (capital allocation fund) and its oversight. Several councilors urged a more transparent, competitive RFI process tied to public briefs. Staff said RFIs have been run for two years and that summaries and the top proposals will be made public in upcoming budget briefs.
On anticipated developer cash proffers from inclusionary zoning, a councilor asked about an expected $11,000,000 in cash; staff said the timing and allocation (on‑site units vs. in‑lieu payments) remain uncertain and that final disposition will be determined by council and through the RFI allocation process.
Friendship Court Phase 4 and CRHA project planning were also discussed; staff said some requests will be brought forward through the RFI process or as identified in council commitments.
No formal approvals were taken; staff will return with project pro formas, RFI summaries and other documentation for council review.
