Northpointe Development presented a prehearing for phase 3 of the East Broadway development: a 56‑unit, 4‑story, age‑restricted (55+) apartment building at approximately 1212 East Broadway. The proposal includes 41 one‑bed and 15 two‑bed units, underground parking, EV chargers, bicycle storage, resident storage and shared amenities. The developer said the units would be targeted for low‑income housing tax credits and that the project would aim for higher sustainability standards including rooftop solar.
Staff noted site constraints (wetland/environmental corridor setbacks) and said the submittal currently proposes 76 parking stalls (35 covered plus 41 surface), which creates a 16‑stall deficit under Monona parking standards for the proposed density. Commissioners and the developer discussed options: shared parking approaches used on earlier phases, minor reconfiguration to pick up a few stalls, and the tradeoffs of lowering parking ratios for age‑restricted units that typically have fewer cars. Commissioners asked for a materials board, consideration of stepbacks on the fourth floor to reduce massing, confirmation of 30% open green space, and continued work with CARPC on permitting that touches wetland setbacks and stormwater.
No formal vote was required at this prehearing. Staff advised that future applications should document open space percentages, stormwater/floodplain interactions, and final parking arrangements before GDP/PIP submission.
